Azerbaijan engineers rare summit with in-conflict Middle East and Asian leaders
Azerbaijan Hosts Rare CICA Summit Bringing Regional Rivals to Baku
Poinews.com – Azerbaijan engineers rare summit as leaders and senior officials from countries with deep political and military disagreements gather in Baku for the seventh Conference on Interaction and Confidence-Building Measures in Asia, known as CICA.
The meeting takes place while the Iran war continues and tensions remain high across the Middle East. Azerbaijani President Ilham Aliyev hosted delegations including Israeli President Isaac Herzog, Iranian Deputy Foreign Minister Kazem Gharibabadi, Turkish Foreign Minister Hakan Fidan, Russian Foreign Minister Sergey Lavrov and Chinese Foreign Minister Wang Yi.
Representatives from Qatar, the United Arab Emirates, Bahrain and Palestine also attended. Qatar’s Emir Sheikh Tamim bin Hamad Al Thani was among the participants, alongside UAE Minister of State for Foreign Affairs Khalifa bin Shaheen Al Marar, Bahrain’s Foreign Minister Dr Abdul Latif bin Rashid Al Zayani and a Palestinian delegation led by Foreign Minister Varsen Aghabekian Shahin.
Azerbaijan’s Role Between Asia and Europe
Aliyev used his opening remarks to emphasise Azerbaijan’s location at the crossroads of Europe and Asia, presenting the country as a link between regions through political, economic, transport, energy and humanitarian cooperation.
“Geographically situated at the intersection of Asia and Europe, Azerbaijan plays an increasingly important role as a connecting hub in the Eurasian space.”
He said Azerbaijan’s bilateral and multilateral partnerships help support regional security, particularly at a time of conflict and instability. The fact that governments with opposing interests agreed to attend the same forum underlined the unusual nature of the gathering.
“Our country’s cooperation with many states in bilateral and multilateral formats across the political, economic, transport, energy and humanitarian fields, in turn, strengthens the security system in our region.”
CICA is designed to encourage dialogue, confidence-building measures, peace and cooperation across Asia. This year’s discussions included regional security, transport connectivity, digital cooperation and sustainable development.
The event also brought together leaders and representatives from Central, South and Southeast Asia. Participants included the presidents of Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan, as well as delegations from China, Laos, Cambodia, Vietnam, India and Sri Lanka.
Herzog Visit Highlights Israel-Azerbaijan Relations
Herzog arrived in Baku on Wednesday before the summit and met Aliyev, highlighting the strategic relationship between Israel and Azerbaijan. He described Aliyev as a friend and called Azerbaijan an important regional partner for Israel.
The Israeli president said his visit aimed to deepen cooperation in security, energy and trade. His office also said he intended to meet members of Azerbaijan’s Jewish community.
“The excellent relations between Israel and Azerbaijan are based on mutual respect, shared interests, and the deep historical ties that exist between our peoples.”
Following talks with Aliyev, Herzog said they had discussed expanding strategic cooperation, recent regional developments and their shared commitment to stability and security.
“We also discussed the recent events in the region, as well as our shared commitment to ensuring stability and security in our region.”
Azerbaijan’s presidency released video footage confirming the meeting. Images and video from Herzog’s arrival indicated that he travelled on an Azerbaijan Airlines commercial flight, reportedly allowing the aircraft to pass through Turkish airspace.
A Summit Environment for Dialogue
Azerbaijan engineers rare summit conditions by placing Israeli, Iranian and Palestinian representatives within the same broader diplomatic setting. CICA is not a formal conflict-resolution mechanism, but it offers officials a forum centred on dialogue and regional cooperation.
Herzog also met Bahrain’s Foreign Minister Abdul Latif bin Rashid Al Zayani during the gathering. He described their talks as excellent and stressed the importance of relations between Israel and Bahrain.
