Investigations revealed that surveillance footage captured Ballout accepting responsibility for the attack and declaring allegiance to the Islamic State. Prosecutors disclosed that Ballout, born in Germany to Lebanese parents, had traveled to Lebanon in 2025 with plans to reach Syria and join IS. During his journey, he reportedly connected with several individuals believed to be IS members.

Hamburg’s police leadership confirmed that security deployment would feature approximately twice the number of officers compared to the previous year.
