Heatwave: WHO Alerts on Europe’s Heat Preparedness Gaps

France and the Benelux countries are also preparing for a fresh surge in temperatures, while Central Asia faces similar 40°C conditions. Hans Kluge, the WHO Regional Director for Europe, issued a stark warning on Tuesday. He noted that less than half of the nations in the European Region have established strategies to manage heat-related health risks. These plans, referred to as Heat-health Action Plans by the WHO, are critical for addressing the challenges posed by extreme heat. Kluge emphasized that countries with robust plans understand key responsibilities, identify vulnerable populations, and set clear response thresholds based on temperature levels.

According to preliminary data, Western Europe saw over 4,000 excess deaths in June due to heightened temperatures. To prevent a repeat, Kluge convened an emergency meeting involving representatives from 41 European nations, the European Commission, and civil society organizations. The goal was to review past responses and improve preparedness.
Successful Examples Highlighted
Kluge praised several initiatives as models for replication. Italy’s mortality surveillance system, Spain’s public communication strategy, and Austria’s revised heat plan were cited as effective examples. “These cases demonstrate that preparedness is achievable,” he said. “When plans are tested and implemented in advance, they can significantly reduce the toll of heat events.”
The WHO chief stressed that existing tools are sufficient for countries to act. “The work now is about ensuring these strategies are not just developed but also operational,” he added. This focus on pre-emptive action aims to safeguard communities as future heatwaves intensify.
