Zelenskyy Removes Ukraine’s Defence Minister Fedorov Amid Cabinet Reorganization

Fedorov confirmed the decision on Wednesday, marking the end of his six-month tenure in the role. His dismissal had sparked widespread discussion and backlash since news of the cabinet overhaul was first reported on Sunday.
Fedorov Reflects on His Tenure
Fedorov, who previously served as deputy prime minister and minister of digital transformation, shared his thoughts on social media, stating, “It was a great honour to serve the Ukrainian people as Defence Minister.” He outlined both the successes and shortcomings of his time in office, including the disruption of Russian supply lines in Crimea and the implementation of military reforms, which he called “unpopular but extremely important.”
“Thank you to each and every one of you who is defending Ukraine and working for victory,” Fedorov wrote. “Thank you to my entire team for their effective service 24/7.”
Despite progress, Fedorov admitted he fell short in fully aligning the Defence Ministry with NATO standards. “The new structure has been put in place, many people have been made redundant,” he noted. “Numerous processes have been set in motion, but we needed to be even more decisive in removing obstacles to change.”
Replacement and Public Reaction
Fedorov is set to be succeeded by Ihor Klymenko, the current Interior Minister. Klymenko, who led the National Police from 2019 to 2023, took over after Denys Monastyrsky passed away. Ukrainian lawmakers are expected to approve his nomination.
Social media users quickly voiced discontent, demanding a demonstration in Kyiv on Thursday to protest frequent government changes and the replacement of capable officials. “We are against constant reshuffles in the government and replacing effective ministers with convenient opportunists,” one post declared.
Behind the Decision: Recruitment Concerns
According to reports, Zelenskyy prioritized addressing recruitment challenges as a key factor in Fedorov’s dismissal. During a meeting with Fedorov and Commander-in-Chief Oleksandr Syrskyi on Wednesday, the president emphasized the need for unity within the military and alignment on strategic goals.
“The priority is dialogue between the army and the Defence Ministry, solving the problems of recruitment, and closing the sky,” Zelenskyy said.
Friction between Fedorov and Syrskyi centered on reforms, particularly how the Defence Ministry should function. The conflict has been framed as a clash between a tech-savvy manager and a traditional military leader, reflecting differing approaches to modernizing Ukraine’s armed forces.
Fedorov’s Legacy in Digital Transformation
Fedorov’s career has been marked by innovation, including his role in Ukraine’s “state within a smartphone” initiative. Since the Diia app’s 2020 launch, citizens have accessed a wide array of government services through mobile devices. His ministry also spearheaded drone development and education reforms, and played a central role in linking digital transformation efforts with military technology advancements.
One of his notable projects was the “turning Crimea into an island” campaign, which targeted Russian logistics and military infrastructure in the occupied region. Fedorov is widely admired in Ukrainian civil society, and his exit has drawn sharp criticism of Zelenskyy, with some accusing the president of favoring less effective leaders.
