Holidays in Portugal? New Map Brings Clarity to Beach Zones

To address this, a new visual guide has been introduced at beach entrances in the Algarve and along the Alentejo coast. The initiative aims to clearly define areas designated for concessions, circulation, safety, and free use, resolving long-standing confusion among beachgoers.
The Controversy
Disagreements over umbrella placement escalated after the Portuguese Environment Agency’s president, José Pimenta Machado, criticized restrictions on sun umbrellas near licensed concessions as “an abuse.” This sparked debate, as many bathers had assumed they could only set up their own parasols in specific zones. However, the APA later clarified that concession areas are limited to 30% of the beach’s usable space or 50% of the seafront, with the rest open for free use.
“Everything else is for free use,” Machado emphasized, responding to concerns about the boundaries of beach zones.
Government Action
In response to ongoing disputes, the Minister for Environment and Energy, Maria da Graça Carvalho, announced the installation of maps at every beach entrance. These visuals will help clarify how beach areas are divided, as the demarcation varies by location and is managed by local mayors. The decision followed discussions with mayors from the Algarve region, including Vila Real de Santo António, Castro Marim, Faro, Lagos, and Vila do Bispo, as well as Grândola in Alentejo.
The move comes after complaints and misunderstandings during the bathing season. Carvalho noted that the maps do not alter existing rules but ensure transparency. She added that mayors, who often face the first inquiries from visitors, are eager to implement the changes quickly.
Implementation Details
Local mayors will be responsible for creating the maps, but they must be approved by the Maritime Authority and the APA. The new signage is designed to eliminate ambiguity, allowing bathers to use free zones without fear of conflict. Carvalho stressed that safety and circulation areas are not counted toward the concession limits, emphasizing the goal of improving clarity for visitors.
