EU Unlocks New Membership Talks with Ukraine and Moldova
Poinews.com – The European Union’s 27 member states have reached a consensus to initiate a fresh cluster of accession negotiations with Ukraine and Moldova, signaling progress toward their eventual integration into the bloc. This decision came after a Friday afternoon meeting where ambassadors collectively supported the move to unblock cluster six, focusing on external relations. The announcement was validated by Ireland, which currently holds the EU Council’s rotating presidency.
Political Momentum and Hungary’s Shift
The agreement follows a change in Hungary’s government, which concluded a two-year blockade on Ukraine’s accession process. The new prime minister, Péter Magyar, removed a key obstruction in early June, enabling the launch of cluster one, covering fundamental aspects. This shift has reignited discussions about advancing Ukraine’s path to membership, with cluster six seen as the most straightforward next step due to its narrower focus.
“It’s important that we keep the momentum up,” said a diplomat, emphasizing the urgency of maintaining forward motion.
Despite this momentum, Magyar has voiced concerns about the pace of negotiations, warning that rapid progress could equate to “fast-tracked accession.” He fears this might divert attention from ongoing talks with the Western Balkans, which have been delayed for longer. The EU’s target of completing the process by July now appears unlikely, with remaining clusters set to be addressed sequentially starting in September.
Clusters Still to be Addressed
Four clusters remain unresolved: cluster two (internal market), cluster three (competitiveness and inclusive growth), cluster four (green agenda and sustainable connectivity), and cluster five (resources, agriculture, and cohesion). While the European Commission asserts both Ukraine and Moldova are prepared to begin discussions on all clusters, political alignment will determine the timeline. Kyiv has urged to finalize all steps before the summer break, a stance echoed by the Commission and most member states.
Once a cluster is cleared, the candidate nation proceeds to negotiate its individual thematic chapters. This structured approach aims to streamline the accession process while ensuring thorough preparation for each stage of EU integration.
