How Europe made most, but not all, of its swimming waters ‘excellent’
Poinews.com – A recent study by the European Environment Agency reveals that 96% of Europe’s monitored bathing sites comply with basic health criteria. Among these, 85% earned an ‘excellent’ rating, highlighting the effectiveness of EU environmental policies over the years. Despite this progress, 1.5% of water bodies still fall into the ‘poor’ category, raising concerns about water safety for swimmers.
Challenges in Water Quality
These underperforming sites are often contaminated by recurring sewage overflows and agricultural runoff. Exposure to such waters can lead to severe illnesses, particularly in regions where intensive farming and dense urban populations intersect. The EU is addressing these issues through stricter laws and over €15 billion in funding for water infrastructure.
Regional Variations in Safety
Water quality varies across Europe. Coastal seas lead with an 88% ‘excellent’ rating, as their vast volumes dilute pollutants quickly. Inland lakes score 78% ‘excellent’, while rivers lag behind, with only 47% achieving the top rating. Rivers are especially vulnerable to upstream pollution, which concentrates contaminants during dry periods.
Historical Shift in Water Management
Decades ago, raw sewage from urban and industrial areas caused frequent fish kills and bacterial outbreaks. This ‘sewage era’ persisted until the 1990s. The 2006 Bathing Water Directive and expanded investment in wastewater treatment plants have since transformed the landscape, significantly reducing pollution risks.
Emerging Threats
Today, three key threats challenge water safety: agricultural runoff, outdated sewage systems, and chemical contaminants. Excess fertilizers and pesticides from farms lead to nutrient overload, fueling toxic algal blooms. Meanwhile, older combined sewer systems in cities discharge untreated waste during heavy rains, contaminating rivers and coastal waters. Chemicals like PFAS, microplastics, and pharmaceutical residues are also increasingly present, often undetected by current testing methods.
“If you take a sample, do your analysis, and then have results a couple of days later, people have already swum in that water for weeks. So it’s tricky. But more frequent monitoring is super costly,” said Eline Boelee, an expert advisor on water and health at Deltares.
Improving Forecasts Over Tests
Experts suggest proactive approaches to address these gaps. “We use water quality models to predict impacts of climate change, like rising temperatures accelerating algal growth,” Boelee explained. These models help anticipate risks, offering a cost-effective alternative to reactive testing. As climate extremes intensify, the balance between drought and flash floods further complicates pollution patterns, requiring updated strategies to protect swimmers.
Framework for Monitoring
The Bathing Water Directive mandates that member states report on sites, including the timing of tests and contamination levels. Water bodies are categorized as ‘excellent’, ‘good’, ‘sufficient’, or ‘poor’ based on bacterial levels. While this system ensures basic safety, it may not fully capture the growing threat of chemical pollutants, which remain underexplored in current assessments.
